LEGAL PRINCIPLES OF USING AGRICULTURAL DRONES DURING THE PERIOD OF MARTIAL LAW IN UKRAINE

The article analyzes the legal principles of using agricultural drones in Ukraine under martial law. The main legislative acts regulating the use of drones in Ukrainian civil aviation are studied. According to the Air Code of Ukraine, drones are unmanned aircraft that are operated or designed to operate autonomously or that are remotely piloted without a pilot on board. The study examined the state of regulatory support in the field of civil unmanned aerial vehicles (UAVs) and reviewed draft laws related to improving the current regulation of this industry. In particular, attention was paid to the draft Law of Ukraine No. 3716 of June 22, 2020, which was included on February 10, 2025, on the agenda of the Parliament session. A separate part of the scientific work is an analysis of the features of the mechanism for obtaining permits for launching agricultural drones under martial law in Ukraine using the example of the decision of the Defense Council of the Chernivtsi region. The article reviews the acts of the European Union – EU Regulations No. 2019/947 of May 24, 2019 on the rules and procedures for the operation of unmanned aircraft and No. 2019/945 of March 12, 2019 on unmanned aircraft systems and operators of unmanned aircraft systems of third countries. The latest Polish experience in digitalizing civil drone operation services was studied on the single portal of the National Drone Information System, which officially launched on April 4, 2024. Practical recommendations are proposed for improving regulatory and legal regulation in the field of the use of civilian UAVs in Ukraine
